NEWS FLASH: FTC Chairman to Speak at AFSA Annual Meeting—FTC Chairman Timothy Muris is scheduled to speak on Tuesday, October 28 at the 87th Annual AFSA Meeting and Leadership Conference to be held in Washington DC. Chairman Muris is likely to address the Do Not Call Registry as well as other salient issues affecting the financial services industry. GOVERNMENT/REGULATORY AFFAIRS
At this writing, the financial services industry is holding its breath awaiting Senate action to reauthorize the several expiring sections of the Fair Credit Reporting Act (FCRA). The full Senate is poised to take up its bill sometime in October, after which a conference report must quickly be accepted by both Houses of Congress in order to pass this legislation before the time expires for the provisions on January 1, 2004.

The efforts put forth by DC legislators this session to introduce legislation that would overhaul the regulation of Fannie Mae, Freddie Mac, and possibly that of the Federal Home Loan Banking System, have been temporarily stagnated by the postponement of a House committee hearing.

China has announced the final version of its auto finance regulations, fulfilling a key commitment made upon its World Trade Organization (WTO) entry at the end of 2001. The Administrative Rules Governing Auto Financing Companies, released by the China Banking Regulatory Commission (CBRC) on Saturday, set forth auto financing companies' (AFCs) functions, their incorporation requirements, the steps for change or termination, their business scope and penalties for non-compliance.
