GOVERNMENT/REGULATORY AFFAIRS
AFSA was invited to the White House to witness President George W. Bush sign the Identity Theft Penalty Enhancement Act in to law on July 15, 2004. Bill Himpler, AFSA's Senior Vice President of Federal Government Affairs, Tom Hallman, CIT's Vice Chairman & Group CEO, Specialty Finance and John Collingwood, MBNA's Senior Vice President were in attendance.

Congressman Richard Baker (R-LA), introduced a bill designed to fend off attacks on the secondary market entitled the "Mortgage Market Protection Act," H.R. 4719, on June 25, 2004.

An appellate court justice issued a July 21st decision to strike down Toledo's mortgage lending ordinance. Toledo has indicated it will appeal the decision.

AFSA Hosts a Financial Literacy Booth at NCSL Conference
The booth featured a demo of the AFSA Education Foundation's MoneySKILL program, along with flyers and brochures in English and Spanish from AFSAEF and AFSA member companies. The 2004 conference of the National Conference of State Legislators took place at Salt Lake City, July 20-23.

As part of an ongoing effort to curb predatory lending and increase accountability in its mortgage insurance programs, The Department of Housing and Urban Development published a final rule that makes lenders accountable for appraisals on mortgages insured by the Federal Housing Administration (FHA). The rule becomes effective August 19, 2004.

Household International, Inc., a wholly owned subsidiary of HSBC North America Holdings Inc., announced August 3 that its retail services business has signed Kawasaki Motors Corp., U.S.A., to another multi-year, private-label financing agreement. Kawasaki is a leading distributor of motorcycles, ATVs, utility vehicles and personal watercraft.

Ford Motor Credit Company announced on August 2 that the banking authority in China, the China Banking Regulatory Commission, has approved the company's initial application to provide auto financing in China.

Countrywide Home Loans, Inc., a national leader in residential finance, and Century 21 All Islands announced the formation of Western Paradise Financial, an operating division of Countrywide Mortgage Ventures, LLC. The joint venture between Countrywide and Century 21 All Islands will enable home buyers and sellers to access a wide array of home financing programs, while simplifying the entire process of buying or selling a home.

The Forum will be held September 29-October 1 in conjunction with the National Association of Consumer Credit Administrators' (NACCA) Annual Meeting at Trump International Sonesta Beach Resort in Sunny Isles Beach, FL.
