AFSA SGR Offers Free StateScape Training

One of the services AFSA offers to our State Government Relations members is access to StateScape. StateScape® is the preeminent online state legislative and regulatory analysis service. As part of AFSA membership, individuals have access to StateScape's comprehensive web-based monitoring system—legislative or regulatory tracking in all 50 states and the federal government—every day of the year from anywhere in the world. All that is needed is an Internet connection and a StateScape password, supplied by AFSA. In order for our members to become familiar with StateScape, we have been holding monthly training sessions. This StateScape training is the last Friday of every month. Please contact Laura Gallagher at 202.466.8607 or lgallagher@afsaonline.org with any questions.

In addition to offering training sessions, we have recently held issue refinement sessions for all four of our main issue areas: auto finance, cards, mortgage lending and personal loans. The StateScape analysts who review all state legislation on AFSA members' behalf were on these calls to hear first hand member priorities and parameters, and adjust their analyses accordingly. We are holding these calls in an effort to provide our members with the best possible tracking system for their companies, we constantly strive to perfect the categories tracked in the AFSA StateScape database. We will continue to refine the scope of the StateScape categories and we will hold issue refinement calls every quarter for each SGR Subcommittee. The next calls will take place in June. In the meantime, members are encouraged to send their suggestions for issue refinement to Laura Gallagher at lgallagher@afsamail.org or call Laura at 202.466.8607. The SGR Committee has also been providing their members with legislative reports for their review. We currently provide two reports to each individual subcommittee:

  • Monthly Enacted—On or around the first day of each month, all State Government Relations Subcommittee members receives a report of all laws related to their interest area (auto finance, cards, mortgage lending and/or personal loans) enacted during the previous month.
  • Weekly Legislative Reports—Each subcommittee receives a report of newly-introduced legislation and top-tier bills with action during the previous week.

As we began doing weekly legislative reports for our members, the volume of bills tracked in some of our issue areas was staggering—weekly tracking for card items in one week alone was a nearly 100-page chart. Our issue refinement sessions (mentioned above) is improving this predicament by helping to eliminate tracking of superfluous legislation, but StateScape is now also labeling tracked information as "top tier" or "secondary."

  • Top Tier bills are measures that are of the greatest importance to members—items members would likely lobby on during the legislative process.
  • Secondary bills are measures that are "FYI" bills. Though most companies are probably not directly lobbying on these bills, many companies want to know about them when they're first introduced or when they get enacted, primarily for compliance purposes. These bills can always be tracked by members on StateScape if they have a particular interest, but they will only be reported to our SGR subcommittee members when first introduced and when enacted.
